A fatal shooting in Garland has claimed the life of Russell Deangelo Jefferson, local police confirmed. Jefferson, a resident of Garland, was identified as the victim of a recent altercation that ended tragically. 18-year-old Cesar Rocha of Dallas has been arrested and charged with murder in connection with Jefferson's death, according to the Garland Police Department.
