The 62-year-old was spotted around 10 a.m. on the 3300 block of Burgoyne St in Dallas, Texas. Mr. Starks is a white male, bald, with brown eyes, stands about 5 feet 10 inches tall, and weighs roughly 190 pounds, according to the Dallas Police Department.
Authorities have described Mr. Starks’s last known attire as a black shirt paired with blue jeans, the details of his footwear remain unknown. He had also been using a walker, adding to concerns about his wellbeing.
