
Plans to study traffic impact and improve shuttle services at Zilker Park have hit a snag as the Parks and Recreation Board put off a request that would require the Transportation and Public Works Department to take action. The decision stems from concerns about funding and potential reallocation of resources from other park projects. The proposed study, initially recommended two years ago by City Council, is intended to assess the impact of developments like the Austin American-Statesman property on park visitation, as reported by the Austin Monitor.
While board members acknowledged the necessity of the study and shuttle service for the park's future, they harbored reservations about its funding. “I’m generally pro doing this sort of study, but I do have some concerns about understanding the cost structure,” Board Member Lane Becker said. He expressed a preference for an independent third-party to conduct the study.
The transit study group speculated on the probability of TPW handling the financials, but ultimately, the decision falls to the City Council. Board Member Holly Reed suggested that tourism traffic could justify using Hotel Occupancy Tax collections to bankroll the recommendations. "Because the basis for needing a (transportation impact analysis) and transportation demand mobility study is that we have so many tourists coming to Barton Springs and Zilker Park during the summer," Reed said in a statement obtained by the Austin Monitor.
The board has forwarded the proposal to its working group dedicated to budget requests for 2024-25, adding a potential year-long delay to any start of action by the city. Jennifer Franklin, another board member, echoed the need for concrete financial details before proceeding. "I’m concerned about, again, what the cost would be. Is it going to be $50,000 to complete a report? I think having those hard numbers and being able to present that might help," Franklin told the Austin Monitor.
