
Texas Governor Greg Abbott, along with the Texas Health and Human Services Commission (HHSC), has announced a substantial boon for maternal health: Medicaid and the Children's Health Insurance Program (CHIP) postpartum coverage will extend from a mere two months to a full year after pregnancy. According to an announcement made on the governor's official website, the Centers for Medicare & Medicaid Services (CMS) have approved Texas' request for this vital coverage extension, marking a significant change in the healthcare provision for new mothers across the state.
This extended coverage is set to officially kick in on March 1. The move has been widely praised as a step forward for maternal care, with Governor Abbott stating: "This past regular legislative session, I was proud to sign a crucial bipartisan law that extends postpartum coverage for Texas mothers from two to 12 months." He added, thanks to Texas’ application being approved by CMS, the extension will help Texas mothers to swiftly receive high-quality healthcare as detailed in the governor's news release.
HHSC Executive Commissioner Cecile Erwin Young also chimed in on the positive development, expressing gratitude to the governor and state legislature: "Twelve months of postpartum coverage will help mothers across this state gain access to high-quality healthcare." These services include not only labor and delivery but also prenatal visits, vitamins, and critical postpartum checkups, ensuring a comprehensive healthcare umbrella for new mothers in their first-year post-delivery.
Under the new amendments, those enrolled in Medicaid or CHIP will automatically be enrolled for 12 months of postpartum coverage upon pregnancy. Additionally, those not currently enrolled but who had been during pregnancy will have their coverage automatically reinstated if they still reside in Texas and are within their 12-month postpartum period. Women within their postpartum period enrolled in Healthy Texas Women will also be transitioned back to full-coverage Medicaid or CHIP for the remainder of their first year postpartum.
In fiscal year 2025, an estimated 137,000 Texas women are expected to benefit from the extended coverage.
