
Arizona's election calendar has undergone a significant transformation with Governor Katie Hobbs signing a bill designed to prevent the risk of a 2024 electoral muddle. The new legislation, House Bill 2785, was enacted with strong bipartisan backing and reshapes several key dates in the Arizona election cycle. As reported by KTAR, it moves the 2024 primary from August 6 to July 30 and tweaks the timeline for various electoral processes, including how soon after elections early ballots with missing signatures can be "cured."
According to 12 News, such modifications stem from concerns raised by county officials who believed that the previous electoral schedule would not allot enough time to count votes and perform mandatory recounts, especially given the new threshold for triggering recounts was decreased to a margin of 0.5% or less, such change which could lead to more recounts, intensify the workload and possibly bump up against federal deadlines for certain electoral processes, like mailing out ballots to military members.
Governor Hobbs took pride in the bipartisan effort, stating, "With this bill, we’re making sure Arizonans will have their voices heard at the ballot box," underscoring the intent behind House Bill 2785. The legislation received emphatic support in both state chambers, passing with votes of 56-2 in the House and 24-2 in the Senate, with majorities substantial enough to enact the bill with an emergency clause for immediate implementation, as per KTAR.
Reaffirming its necessity, Senate Elections Committee Chair Wendy Rogers explained, "This legislation is a major win for Arizona voters and important in restoring voter confidence in election integrity," and House Democratic Leader Lupe Contreras concurred, noting the bill is "not perfect, but it is a true bipartisan compromise that will protect voters and help keep our elections free, fair, and secure." These changes have been positively received as they also establish for the first time by codifying statewide signature verification standards and the bill, in addition to immediate changes, looks ahead to 2026 introducing options for early voters to bring their ballots directly to the polls on Election Day, a move aimed to lessen the burdens on signature verification and speed up vote counting, according to details shared by 12 News.
