The chief of LAPD expressed his concerns, stating, "How does an individual armed with a plastic knife, how does he end up being involved in an officer-involved shooting and a loss of life?" as per NBCLA.

Further complicating the case, the fatal shot was fired by a newly-hired officer at the LAPD's Central Division, located in Downtown LA. The California Department of Justice has undertaken the investigation, due to the fact that Maccani was unarmed at the time of the shooting.
