This maintenance involves laying down a mixture of asphalt emulsion, sand, and rock that measures about a quarter inch thick—a move expected to preserve streets and make them safer. According to the City of San Diego website, various roads, including Paseo Montalban and Black Mountain Road, are on the list for this round of resurfacing.
In assessing which streets to include, San Diego's Transportation Department employs a pavement management system, assigning a Pavement Condition Index (PCI) score influenced by roughness and cracks.
