Big changes are happening at the Saint Paul Office of Financial Empowerment (OFE), with Director Muneer Karcher-Ramos set to step down from his position come March 1. Ikram Koliso, currently overseeing the CollegeBound Saint Paul program, will take over as Interim Director during the shift in leadership. As the office's founding director, Karcher-Ramos has been a key figure in driving forward initiatives aimed at bolstering residents' economic status.
Mayor Carter was quick to praise Karcher-Ramos' contributions saying, "Muneer's exceptional leadership has made a lasting impact on our city, enhancing economic mobility and creating opportunities for community wealth building among our residents," as reported by the official city website. The outgoing director's efforts have not only been transformative but have also gathered national attention with the likes of CollegeBound Saint Paul and pioneering guaranteed income projects.
During his tenure which began in March 2019, Karcher-Ramos has led to implement several benchmark programs that have significantly impacted the local economy. Initiatives like the CollegeBound Boost and the People’s Prosperity Pilot (PPP) were introduced to support dealing directly with the repercussions of the pandemic on the economy. Furthermore, the Medical Debt Reset Initiative Karcher-Ramos spearheaded is set to relieve an astounding $110 million in medical debt for the Saint Paul populace.
Koliso who has been integral to the successful running of CollegeBound Saint Paul from the beginning of OFE, expressed her eagerness to further contribute. "I am honored to step into the role of Interim Director during this crucial transition,” she said. Her visions include seamlessly maintaining the current trajectory of OFE's impactful projects, securing even the department's progress during this period of change.
With the spring promising the announcement of the full-fledged community engagement process for selecting a permanent OFE Director, the financial landscape of Saint Paul appears to remain in committed hands. Karcher-Ramos himself has expressed confidence in the future, with parting words, “I express my deepest appreciation to those who contributed to our shared success.”
