According to Gov. Whitmer's official statement, "Today, we are taking more extensive action to further the safety, of every Michigan child. From safe transportation to providing a guaranteed and quality education for all children within the foster care system."

House Bill 4676, championed by Rep. Stephanie A. Young (D-Detroit), targets discrepancies in the education of foster children. "This is a significant milestone for our foster care youth and a testament to our belief that every child in Michigan, regardless of their circumstances, should have equal opportunity to achieve academic success," Young told CBS Detroit. In addition, the bill mandates that foster children receive academic records on par with their non-foster peers, ensuring a level playing field in the pursuit of education.

In the sphere of transportation, House Bill 4511, sponsored by Rep. Carrie Rheingans (D-Ann Arbor), streamlines the state's car seat laws with updated federal standards. "It has taken 15 years to update safety seat laws in our state, and I'm thrilled Michigan will be aligned with the most recent federal and industry standards," said Rheingans, acknowledging the long overdue improvements. Moreover, the new law spells out age and size-specific requirements for various types of car seats, making it clearer for parents when to transition their children from one stage to the next.

Complementary to HB 4511, House Bill 4512, carried by Rep. John Fitzgerald (D-Wyoming), offers relief to those who run afoul of child restraint laws but demonstrate corrective action. It allows courts to waive fines for violators who show proof of acquiring the proper child restraint and educate themselves on its use, as per statements obtained by the Michigan governor's office.

Additionally, Governor Whitmer signed Senate Bill 721, extending the deadline to September 29, 2025, for Michiganders to preserve real estate claims, easing concerns over property disputes. State Senator Jeremy Moss (D-Southfield), the bill's sponsor, appreciated the collective efforts ensuring its passage, which facilitates the modification of the Marketable Record Title Act to protect property interests.
