
Ramsey County has unveiled a new program aimed at giving sexual violence survivors more agency over the reporting of their assault. Through a partnership between Saint Paul – Ramsey County Public Health's SOS Sexual Violence Services and the Saint Paul Police Department, the "On My Terms" initiative promises a more accommodating approach for victims over 18 in this Minnesota area. Suppose the crime took place within Ramsey County. In that case, victims can now choose to initially report the incident to an SOS sexual assault advocate who will then convey the report to the police on the survivor's behalf, as detailed in an announcement by Ramsey County.
On My Terms introduces three reporting options. Survivors can opt for a direct report to the police through their advocate without pursuing a formal investigation, talk with an investigator to understand the potential next steps post-report or proceed to a formal investigation of their case with law enforcement's direct involvement. Ramsey County Public Health Director Sara Hollie described On My Terms as a means to "get connected up front to help and support services," according to Ramsey County. She noted that the program respects survivors' needs and preferences for healing and justice.
Putting a priority on victim support, Saint Paul Police Chief Axel Henry highlighted the importance of offender accountability coupled with victim support, elaborating that On My Terms facilitates a process where a survivor's well-being is at the forefront. "Being a victim of a crime is hard enough. We owe it to them to make sure the process or reporting doesn’t make things any worse," Henry said. Immediate danger situations still mandate a call to 911, while the new reporting options are available for other circumstances.
