
The City of St. Louis Park is calling for bids on a substantial city construction project, as it prepares to update its aging infrastructure. Interested contractors have been invited to submit their proposals electronically through BidVAULT by 10 a.m. on Friday, April 12, 2024, with the bid opening to be handled by the project engineer soon after.
Outlined in the bid calling is work for City Project No. 4024-3000, which includes the installation of approximately 7,850 linear feet of 9-inch cured-in-place pipe for vitrified clay pipe (VCP), 870 linear feet for reinforced concrete pipe (RCP) and VCP, 658 linear feet for VCP, and 745 linear feet for cast iron. Contractors aiming to secure the contract are to complete all work to the specifications and by dates stated in the project documents. According to the official advertisement, the city has mandated that a bid bond of not less than 5% of the total bid must accompany each submission. This is to ensure the financial commitment of the bidders to see the project through. The bid bond is to be drawn in favor of the City of St. Louis Park.
Bidders can find details on the project description, plans, and specifications, and be listed as plan holders through the city's OneOffice site, with a URL provided in the ad. To be considered, contractors must be registered as plan holders, and a $25 fee is associated with each bid submitted. In their rights, the City Council maintains the ability to reject any and all bids, to waive irregularities and informalities, therein, and has asserted it will award the contract in the best interests of the community.
The city has also made clear its commitment to fairness and equal opportunity in accordance with Title VI of the Civil Rights Act of 1964. "City of St. Louis Park, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, disability, or age in consideration for an award," states the published advertisement.
