
As artificial intelligence (AI) continues its march into everyday life, the Texas House is stepping up its game with a special committee to keep a watchful eye on the tech. House Speaker Dade Phelan announced on Tuesday the formation of the House Select Committee on Artificial Intelligence and Emerging Technologies to tackle the thorny issues surrounding AI, including data privacy and cybersecurity implications.
"AI has the ability to change the world," Phelan stated, as reported by KXAN. Adding a sense of urgency to this technological shift, he stressed, "But we must first consider the consequences of its varied uses, including concerns over data privacy and cybersecurity." The new body will examine how AI and related tech tools are wielded by both public and private entities, pursuing their impact across an array of sectors such as employment and health care.
Leading the pack, Rep. Giovanni Capriglione has been named Chair of the committee. Capriglione is recognized for his expertise in information technology and finance. Joining him are Reps. Jeff Leach, Oscar Longoria, Angelia Orr, and Armando Walle, which balances the committee with a trio of Republicans and a couple of Democrats.
The KXAN report details that the committee is tasked to submit an initial report of its findings by May 16. Established as a temporary measure, this interim committee will dissolve with the opening of the 89th Legislature in January 2025.
Leach underscored the committee's mission on social media, emphasizing the necessity to position Texas "a leader in AI technology while also ensuring its responsible use," as told by the Austin American Statesman. He further elaborated, “As the productive uses of AI continues to grow, so do the consequences. It’s time we truly weigh the benefits and drawbacks.”
The committee formation dovetails with further efforts by state legislators, such as the AI Advisory Council led by Capriglione – a spin-off effort focused on AI usage by state government entities, as opposed to the private sector. Their recommendations are expected later in December.
This aggressive foray into tech policy places Texas at the forefront of state-level initiatives, with Capriglione and other GOP members aiming to set a precedent for a national, perhaps even global, standard.
