The City's upper echelon has snagged a couple of new key players with Elizabeth Tolzmann and Kim Berggren joining the ranks. Tolzmann steps into the role of assistant city manager—internal services, fresh from a stint at Ramsey County where she wielded the mantle of chief of staff to the county manager with previous experience as assistant city manager for Bloomington from 2015-2017.
Not one to stick to a single lane, Elizabeth's resume boasts titles from workplace culture specialist in Hennepin County to community engagement coordinator in Brooklyn Park, armed with both a law degree specializing in immigration issues and a gig as an adjunct professor of law at the University of St. Thomas Law School. According to the City of Bloomington, she's even a certified ToPs facilitation and Insights methodologies gun.
Bloomington's cityscape is set for a shake-up with Kim Berggren stepping into the role of community development director. She's been cutting her teeth in community development over at Brooklyn Park for a whopping 17 years, honing skills in the nitty-gritty of planning, economic development, environmental health, and building inspections.
With a brain for the eco-friendly and the civic-minded, Berggren hails with credentials under her belt—a master's in urban and regional planning from the University of Minnesota, and a biology bachelor's from the University of St. Thomas. The City of Bloomington reports that she's not just any planner; she's stamped with approval by the American Institute of Certified Planners.
