
Amidst growing concerns over conditions at Fulton County Jail, community members stepped up during the final hearing of a Georgia Senate subcommittee to pitch alternatives to expanding the troubled facility. The hearing, which took place on May 10, was the last in a series conducted to investigate the jail where overcrowding and three inmate deaths have cast a long shadow.
During the nine-month probe, State Sen. John Albers summed up the inquiry's focus on hearing from what he dubbed the "four legs of the stool": the sheriff, county commission, district attorney, and judiciary. Testimonies, however, weren't limited to officials. Community advocates like Dominique Grant, a notable figure with the nonprofit organization Women on the Rise, had an applause during her contribution to the discussion, advocating for interventions to keep individuals from getting locked up in the first place. The nonprofit collaborates closely with Fulton County to prevent formerly incarcerated women from returning to crime.“Our goal is to find ways to keep people out of the jail doors,” Grant told WABE. “Period. Even before they come into the jail. We think that would be a solution. Instead of building a bigger jail, finding ways to be able to provide services to people who are on the streets.”
The crux of many past testimonies revolved around inadequate funding, with calls for more money to allow the judiciary to expedite case resolutions, or to construct a new jail estimated to cost around $2 billion. Fulton County is considering a proposal to the General Assembly for a penny sales tax to fund such an expansion, as reported by WSBTV.
Yet, Roberta Meyers Douglas, vice president of state strategy and reentry at the Legal Action Center, testified with another vision for tackling the issues plaguing the jail. Before the subcommittee makes its recommendations, Douglas emphasized the need for strategic investment in rehabilitation and community reentry programs. "I’m hoping that you’ll push more for accountability," she told WABE.
