
Breaking new ground in the Minnesota Legislature, two Black women have taken the reins of a conference committee, a historic event for the state. Senator Zaynab Mohamed and Representative Esther Agbaje, the Nigerian and Somali co-chairs, respectively, are presiding over discussions on the Tenants’ Rights Bill, as reported by the Senate DFL website.
Senator Mohamed, a Democrat from Minneapolis, was not just elected in the 2022 sweep, she also penned legislation granting driver’s licenses to all residents regardless of immigration status, a bill that was signed into law last year, she's the youngest woman and the first hijabi to serve in the Minnesota Senate, "Today, marks another milestone for Black women in Minnesota," said Sen. Mohamed in a statement highlighting the significance of representation and the strength drawn from diverse legislative backgrounds.
Sharing co-chair duties, Representative Agbaje, a two-term legislator and lawyer with foreign policy chops from her tenure with the U.S. State Department, has affixed her mark in the House - she's a prominent figure as the vice chair of the Housing Finance and Policy Committee and also holds a leadership role within the People of Color and Indigenous Caucus. “We stand on the shoulders of giants – phenomenal Black women who paved the way, but today, we’re not just following their path, we’re widening it for generations to come," Rep. Agbaje told the Senate DFL, encapsulating the weight of the occasion.
The role of a conference committee is pivotal, tasked with aligning divergent legislative bills passed by both parliamentary bodies into one, consensus findered version, and this particular collaboration between the state's House of Representatives and Senate on such a significant piece of legislation underscores the increasing influence and leadership roles of BIPOC women in the state's governance structures. The committee's report received the green light and will soon be reassessed by both chambers before it possibly lands on the governor's desk for final approval.
