
The Ramsey County Medical Examiner's Office has confirmed the death of a woman following a force incident with St. Paul police. Pepsi Lee Heinl, 41, of St. Paul, succumbed to multiple gunshot wounds on May 6, as per official reports. This fatal outcome followed what began as a response to a call involving a suicidal woman, a narrative that has become all too common in the lexicon of American policing.
The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) declared the names of the three officers involved, now on critical incident leave, as they continue to fully investigate the circumstances. Officer Chiking Chazonkhueze, with three-and-a-half years of experience; Officer Chee Lao, a neophyte with only three months on the job; and Officer Yengkong Lor, with three years under his belt, were identified as the shooters. The trio attempted to quickly provide live-saving measures, but to no avail—Heinl died where she fell, in that back room of the family home.
The scene, as narrated by initial reports, unfolded after Heinl's mother ushered the officers into a back room where her daughter was seated under a blanket. When approached by the police and asked if she required aid, Heinl swiftly retrieved a handgun and pointed it at the officers, prompting the volley of shots that ended her life.
