The Houston Police Department has since arrested and charged 39-year-old Quan Flowers with murder. According to an official news release, Flowers is currently awaiting trial in the 182nd State District Court.
HPD Homicide Division's Sergeant M. Wilson and Detectives M. Nicotra and K. Clark stated that Rouse’s body was discovered by a patrol officer, who was attending to an unrelated call near the scene. Found unresponsive in the roadway, she had suffered apparent gunshot wounds. Upon their arrival, paramedics pronounced Rouse deceased. Arrested last Friday, May 31, the investigation that unfolded over the subsequent days pointed to Flowers as the perpetrator of this heinous act.
