The incident escalated when Jadee Guidice, identified by NBC6 as a former lifeguard and competitive swimmer, witnessed the dog struggling to swim and the owner's refusal to let anyone assist, she approached him, "He handed me his phone and said 'video me I do this all the time. It's part of my show.' I said absolutely not - the dog is struggling," Guidice recounted the alarming incident, where she not only saw the dog in trouble but also the owner's aggression towards the onlookers including herself as he battled to prevent the rescue.

Miami's City Police officers responded to the scene at the Mandarin Oriental Hotel on Brickell Key Drive, where the conflict unfolded.
