A 1976 time capsule will be opened at 5 p.m. on July 4 in Delray Beach, part of a day of beach contests, live music and a 9 p.m. fireworks show. Select capsule items may later be shown at the local historical society.

Broward County approved an ordinance requiring condo boards to post elevator outage plans and to seek backup repair companies if lifts are down more than 24 hours. The move follows reports of seniors stranded during extended outages.
