
Over the weekend, a Phoenix man was met with law enforcement after a series of erratic behaviors in a Scottsdale apartment complex. John Joseph Chmielewski, 49, was arrested following what was described by the authorities as a disturbing scene involving an indecent act.
Officers responded to a call around 5:13 p.m. on Sunday, June 2 from a location near McDonald Drive and Hayden Road. The caller, concerned for their safety, reported Chmielewski's behavior. "The reporting party stated that he offered the defendant a water, at which time the defendant entered onto the reporting party's porch," detailed court documents obtained by Fox 10 Phoenix. The unidentified individual had then locked their back door and asked Chmielewski to leave, which he refused and subsequently disrobed.
Police found Chmielewski in a greenbelt area near the apartment, where the caller witnessed him engaging in a sexual act. "Officers then went hands on to physically restrain the defendant on the ground due to his combative behavior. The defendant continued to flail his legs and make incoherent statements while handcuffed." stated an officer in the court documents. Chmielewski's continued resistance, even while handcuffed, included flailing his legs and uttering incoherent statements, as per the police narrative.
Upon arrest, officers discovered narcotic drugs and drug paraphernalia on Chmielewski's property left on the porch. As detailed by an article from Valentes.us, court documents allege a history of drug-related offenses in Chmielewski's past. He is now facing multiple charges, including felony narcotic drug possession, felony drug paraphernalia possession, disorderly conduct, public sexual indecency, and 3rd-degree criminal trespassing.
Despite the requested $25,000 bond, a judge set the bond at $1,000 with strict conditions that include a ban from returning to the alleged crime scene and any contact with victims. Chmielewski is expected to face a preliminary hearing on June 12.
