
The Arizona Department of Child Safety (DCS) is making notable strides in reuniting families fractured by circumstance, as foster care placements hit record highs. According to FOX 10 Phoenix, Crystal Garduno, a parent who lost custody of her children due to a domestic violence situation, bears testament to DCS's efforts and the success of the Family Treatment Court. Garduno praised the court saying, "Family treatment court was so amazing that they treated me like an equal." She now serves as a parent ally for the program, exemplifying the full-circle journey the department aims for.
In the face of Arizona's roughly 8,000 children still under the care of DCS, the need for foster families continues to grow. Tanya Abdellatif, a representative from DCS, highlighted the importance of these families, stating, "Foster care is temporary. It is not meant to be long term. We want to reunify children with their families, so we need to partner with foster families who are also going to be cheerleaders and champions and supporters for our birth families," as stated by FOX 10 Phoenix.
On the procedural aspect, DCS emphasizes the importance of parental rights during investigations of child abuse or neglect. As reported by the Department of Child Safety, the rights afforded to parents and guardians, including the paths available for recourse in the event those rights are perceived to have been violated. These include raising concerns with both DCS specialists and program supervisors, as well as avenues for formal complaints through the Department's Ombudsman or the Ombudsman-Citizens Aide.
Parents under investigation are vested with numerous rights, such as being informed of specific allegations, receiving information about the department's decision-making process, and, critically, the right to appeal determinations made by DCS. These parameters seek to protect not only the children involved but also the integrity of the familial unit, as DCS considers "all viable options to protect the child from abuse or neglect prior to foster care placement," as per the DCS website.
