"It’s troublesome when you're walking to a bus stop and you encounter questionable characters," one rider explained in a statement obtained by FOX 10 Phoenix. Compounded by soaring temperatures forecasted to reach 116° on Tuesday, the scenario plays out with more people seeking the frosty air from the AC blowing in Metro Rail cars—some not adhering to the basic tenet of paying fares. Operating under the strain of this heat, naked sightings were reported by a rider, claimed in part, due to the heat and influences of drugs.

Valley Metro maintains an inclusive policy. "We cannot discriminate," said Susan Tierney, communications manager for Valley Metro, in a discussion with FOX 10 Phoenix. Their approach also includes the reinforcement of fare enforcement, with added security guards and Customer Experience Coordinators—tasked with being the eyes and ears on the ground and assisting passengers who feel at risk.

"You know they can be sporadic, they can be on drugs," as detailed by AllSides. Another rider said, "(I've) seen too many naked people because it's too hot, for one, and they're on drugs."
