A 73-year-old substitute special education teacher, Robert Scroggs, has been arrested for the second time on charges of first-degree child molestation involving a new allegation by a 9-year-old girl, KOMO News reported. Scroggs, who had been teaching in the Bellevue School District, originally faced arrest on June 7 after an 8-year-old child's parent presented accusations regarding an incident at Newport Heights Elementary School; the follow-up arrest occurred on June 24 after the second victim emerged with her account of inappropriate contact at Newport Elementary School from January to April.
The Bellevue Police Department has credited the role of community engagement in advancing the investigation that led to Scroggs' subsequent arrest, and as the inquiry unfolds, officials promise further information releases to the public according to FOX 13 Seattle. In attempts to safeguard minors and inform adults, authorities are directing families to the resources available through the Rape, Abuse & Incest National Network (RAINN) for prevention and education on sexual assault.
In the wake of these developments, the King County Sexual Assault Resource Center along with Child Protective Services have been notified about the allegations, a step emphasizing the seriousness of the charges and the ongoing concern for the welfare of children potentially affected. The previous arrest saw Scroggs released on a $100,000 bond; conditions included home detention and a requirement for GPS monitoring to track his whereabouts during case proceedings, as per FOX 13 Seattle.
