In a recent court proceeding, Jonathan Christopher Laroche, a former detective with the Department of the Navy's Criminal Investigations Division, entered a guilty plea for using undue force and making false statements. The plea was made about an incident where he subjected a handcuffed man, referred to as G.D., to a carotid restraint until unconscious and later assaulted him while restrained to a bench. These actions were acknowledged during Laroche's appearance before U.S. Magistrate Judge Michelle M. Pettit.

Despite lacking knowledge of why G.D. was detained, Laroche took the route of uncompromising violence, not just once, but twice, in a sheer display of unbridled control. With hands secured behind his back, G.D. posed no conceivable threat. Yet Laroche's response, as he admitted in a courtroom setting, was to snatch the breath from a man's lungs and, later, commandeer G.D.'s physicality against immovable concrete, according to the U.S. Department of Justice.

The investigation into Laroche's conduct unearthed a deliberately obscured history of similar aggression. When seeking employment with the Navy, Laroche concealed his previous forced resignation from the El Cajon Police Department, where incidents of excessive force had already stained his record. Special Agent in Charge Nicholas Carter of the NCIS Southwest Field Office stated, as per the U.S. Department of Justice, "The investigation into Mr. Laroche revealed that he betrayed his oath to protect and serve the Navy by using unreasonable force while on duty and by deliberately hiding his history of such offenses in order to be hired by the Navy".

As part of an agreement with the United States, Laroche will resign from his position and is now barred from future employment in law enforcement. Awaiting sentencing set for October 2, he faces consequences that may include imprisonment and substantial fines for his transgressions.
