
As summer temperatures rise, so does the activity of door-to-door solicitors in League City, prompting the local government to remind residents and businesses about updated rules designed to regulate this seasonal influx. The increase in complaints has drawn attention to the enforcement of these regulations.
In response to a trend of growing concerns, League City officials have begun to more strictly enforce the solicitation ordinances, especially after a surge of reports during the warmer months. "We always had guidelines, but no enforcement mechanism for it," League City Councilman Chad Tressler conveyed in a statement obtained by the Houston Chronicle. The updated rules look to hold violators accountable and to firmly discourage any circumvention of the guidelines set forth for solicitation.
These rules, as highlighted by a League City announcement, lay out specific requirements for solicitors, including mandatory permits and ID cards obtained through an application process that includes a criminal background check, an online training course, and an examination. Solicitors must promptly leave private property when asked to do so, must not solicit after the oblique angles of sunset or 7 p.m., and shall not enter gated communities where signs at entrances prohibit such activities.
"A lot of them (solicitors) would claim ignorance of the rules," Tressler explained, emphasizing the past issues with enforcement. The updated ordinance aims to explicitly ensure that solicitors are aware of, and compliant with, the requirements. Fines can range between $100 and $500, plus court costs, for those who choose to ignore these mandates. According to the Houston Chronicle, in the month of June alone, the League City Police Department issued 22 permits, and a total of 60 for the year.
Residents are also playing a key role in the enforcement mechanism. Homeowners are encouraged to display 'no soliciting' signs and to request ID cards from any solicitor that approaches. Should a solicitor fail to produce a permit or refuse to leave when asked, the homeowner is advised to report the instance to the non-emergency line of the League City Police Department at 281-332-2566.
