
Portland residents can expect to dig deeper into their wallets when dealing with the Bureau of Development Services (BDS). Effective July 1, the bureau's service fees are seeing an uptick, courtesy of recent amendments adopted by the Portland City Council, as detailed by the City of Portland, Oregon. This change directly connects the escalating costs of labor along with the rise in expenses for material and services that the bureau is grappling with for the upcoming fiscal year.
BDS, which operates primarily on revenue derived from its service fees—accounting for a hefty 97 percent of its total income—proposes a standard 8 percent increase across most of its fees. However, property owners seeking specialized services like Field Issuance Remodel or managing Accessory Short-term Rentals will be subject to fee hikes climbing above that 8 percent watermark. Explaining the financial strategy behind these augmentations, the bureau aims to "recover current and past inflationary cost increases and help maintain service delivery", as stated by the City of Portland, Oregon.
The adjustments in fees don't just end at the city level. Development Services also extends its influence to certain unincorporated portions of Multnomah County, where any transformation in the fee structure is also under the microscope of the Multnomah County Board of Commissioners. Both city and county authorities are involved in the diligent review and approval process that such financial changes necessitate.
