San Antonio is in for a reinvigorated approach to handling its utilities, with District 4 Councilmember Dr. Adriana Rocha Garcia taking the helm as Chair of the Municipal Utilities Committee (MUC). Her appointment heralds a shift towards strengthening the bond between the city's legislative body and the agencies responsible for managing water and energy resources. Dr. Garcia emphasized her commitment to enhancing engagement with San Antonio's residents on these crucial services. She stated in an announcement, "Reconstituting the Municipal Utilities Committee is a welcomed opportunity for City Council to work closely and better align our community outreach efforts with CPS Energy and SAWS. In my role as Chair of the MUC, I look forward to continued conversations about improving our engagement with residents, ensuring affordability, building resiliency, and upholding fiscal responsibility. I hope a spirit of collaboration and coordination will mark the work of this committee as we navigate the uncertainty and challenges associated with our water and energy resources. "
The agenda for the committee's first meeting is to directly tackle the issue of utility disconnections, seeking ways to prevent, assist, and mitigate the impact on residents. Dr. Garcia plans to quickly begin conversations to improve engagement and ensure the safety and well-being of the city's population. She has clearly stated her intentions, saying, “For the first meeting of this committee, we will review how we can work together with our municipally owned utilities and city departments to prevent disconnections, provide assistance in the case of disconnections, and mitigate the impact on residents. Part of our work will include ensuring we have outlined roles and responsibilities and a plan of action that focuses on the safety and well-being of residents. Just as important as working with the leadership at CPS Energy and SAWS, will be the need to include community voices and perspectives, especially vulnerable populations, in our policy making process.”
With Dr. Garcia's leadership, the MUC is poised to uphold fiscal responsibility, ensure affordability, and build resources' resilience. She is set on including a diverse set of voices in these efforts, particularly from the communities most vulnerable to the challenges posed by utility disruptions and the complexities of resource management. It is the inclusion of community perspectives that Dr. Garcia underlines as a defining component of the MUC's policy-making process.
