The 15,000 square-foot center, adjoining Glenmar Elementary School and just a stone's throw from the Glenn L. Martin Maryland Aviation Museum represents the county's commitment to fostering inclusive community spaces. Funding for the $11.8 million project included a mix of state and federal grants, plus $8.8 million from Baltimore County's coffers, activity, and multipurpose rooms, and an upgraded outdoor court from the core facilities aimed at enhancing local quality of life.

Baltimore County Councilman Mike Ertel emphasized the transformative prospect this center brings, telling the Baltimore County website, "The Middle River RAC Center will be a game changer for these neighborhoods, creating a community center with activities for all ages, but especially for kids who need productive programs." Moreover, Councilman David Marks echoed the sentiment, citing the center as both a community staple and a tribute to "the aviation history which made Middle River such an important part of our nation's history."

The Middle River site now joins an expanding family of RAC facilities including those at Cockeysville, Dundalk, Hillendale, Lansdowne, Mars Estates, Scotts Branch, Shady Spring, Winfield, Woodmoor and also, and the soon-to-open Rosedale location, adding layers of recreation, arts, and wellness to Baltimore County's community assets.
