Joseph Daniel Black, a Baltimore resident, has been sentenced to the maximum penalty of ten years in prison after being convicted for a 2022 incident where he dragged a Baltimore City Police officer during a traffic stop. The sentencing follows after an initial mistrial in December 2023 that ended with a hung jury, as reported by FOX Baltimore.
During a traffic stop on June 28, 2022, on the 5100 block of Park Heights Avenue, Black was asked to exit his vehicle by Sgt. Kenneth Ramberg after the officer spotted a handgun, but Black instead accelerated, dragging Sgt. Ramberg for two blocks, which resulted in the officer's severe injuries, including broken bones and a head wound. The injuries initially had Sgt. Ramberg is in critical condition and unconscious, according to the report by WMAR-2 News.
Black, who turned himself in after a four-hour standoff in West Baltimore, has had a considerable criminal record with a history of at least 19 previous arrests as an adult. Black's lengthy criminal history in 2022, including multiple suspended sentences. City State's Attorney Ivan Bates, whose office pursued the retrial, emphasized the commitment to justice for law enforcement, "Our dedicated police officers put their lives at risk every single day for the sake of our city. It is the privilege of this office to fight for justice on their behalf," Bates said, per FOX Baltimore.
Despite initially being charged with attempted murder, the retrial led to Black's conviction of Second Degree Assault, with Felony Division Chief Twila Driggins being commended by Bates for her work in achieving justice for Sgt. Ramberg, after an extended hospitalization, was discharged but carries the lasting impact of the injuries inflicted that day.
