When it comes to correctly placing your carts, get it right: they should be no less than three feet away from objects that could block access, such as another cart or your mailbox, as per the City of Brooklyn Park. And those carts shouldn't be roosting on the street but rather in your driveway or on the boulevard, with the handle shyly turned away from the street.
But before you take the trouble, be sure you're not bagging your recyclable material. As the bulletin notes, "Have material loose in your cart, never in bags," because those notorious plastic bags will end up being trash at the sorting facility, with their contents unexplored.
