
Carroll County Public Library (CCPL) is set to change its bill payment system, a move that shifts away from cash transactions for specific services starting September 2. According to official announcements, CCPL branches will no longer accept cash for property tax and utility bill payments, navigating residents towards personal checks as the singular form of in-library payment.
While CCPL is closing its drawers to cash payments for bills, the Carroll County Office Building on North Center Street in Westminster still opens its windows to those who prefer the tactile feel of currency when settling their dues, cash payments are very much alive there. For those who'd rather skip the trip or the checkbook, a myriad of virtual and auditory alternatives await — payments can be made online for taxes at the county government's bill pay service and for utilities at their dedicated platform, or over the phone by ringing up 410-386-2971.
Physical mailing options also stand at the ready for property tax and utility bills, should residents lean towards the feel of a pen and the assurance of a stamp—Collections Office envelopes can be sent to P.O. Box 3237 for tax and to P.O. Box 170 for utilities, per details from the same county news release.
The Carroll County office building also keeps its in-person payment option for property tax and utility bills, with a slight change in schedule after August 30. Their doors will stay open Monday through Friday, 8 am to 5 pm to welcome those who walk in with checks and questions or just seek a touch of human interaction in their transaction.
