John Reed IV, the reported operator of the Dodge Challenger, has been cited with misdemeanor charges including possession of drug paraphernalia and numerous traffic violations. Local21News reports that an arrest warrant was carried out for Reed, who was taken into custody last Thursday.

Investigators determined that the crash happened when Reed's Challenger attempted to pass the horse and buggy. As a result of the impact, the buggy was left with heavy damaging damage, rendering it disabled. According to FOX43, Reed faces charges that include accidents involving death or personal injury and possession of drug paraphernalia, in addition to multiple summary traffic citations.
