An Elkridge man faces a serious legal battle following an indictment by a Montgomery County grand jury on charges connected to a fatal collision last year, Jean Pierre Velasco, 20, was indicted on multiple counts including negligent manslaughter by vehicle and homicide by vehicle while under the influence of alcohol, stemming from a 2023 crash in Rockville that claimed the lives of two young women. According to the Montgomery County Department of Police, Velasco made an appearance in court on July 26, where the charges against him were presented.
The incident in question unfolded on March 4, 2023, when Montgomery County Police and Fire Rescue were summoned to the scene of a disastrous event where a 2012 Infiniti G37 was involved in a collision on Montrose Road; this collision occurred at the crossing with Hitching Post Lane, which incurred a great cost in human life and suffering, a reminder of the reckless abandon one man's decision can impart.
Leslie Kristin Ventura, a 19-year-old from the Montgomery County Department of Police was pronounced deceased at the accident site, while her companion, 19-year-old Kailey Briana Vigil of Rockville, later died in the hospital from her injuries, as detailed by the Montgomery County Department of Police.
