
A 21-year-old Louisville man is facing multiple felony charges relating to the sexual exploitation of a child, following a coordinated law enforcement effort. The suspect, Louis Felipe CUELLAR, was arrested on Tuesday with nine counts that include both possession and distribution of child sexual abuse material (CSAM), according to Boulder County Sheriff's Office.
The investigation was initiated by the Colorado Internet Crimes Against Children (ICAC) Task Force after the National Center for Missing and Exploited Children (NCMEC) reported the distribution of CSAM. Further investigation pinpointed CUELLAR's location to the Boulder County area, culminating in a search of his residence in the 300 block of Matchless Street. This operation included a specialized team, with Boulder County SWAT assisting investigators.
As detailed by the official report, law enforcement executed a search warrant on July 17. This endeavor led to the seizure of electronic devices containing evidence that supported the accusations against CUELLAR, a discovery that laid the groundwork for his eventual arrest.
The collaboration among local agencies was instrumental in the effort to apprehend and charge the suspect. Entities such as the Boulder County Sheriff’s Office, Boulder County Digital Forensics Lab, Boulder County District Attorney's Office, Boulder Police Department, and the Louisville Police Department were all part of this joint initiative. CUELLAR has since submitted to authorities and was booked into the Boulder County Jail on a $30,000 bond. His charges include four counts of violating C.R.S. §18-6-403(3)(b) and four counts of violating C.R.S. §18-6-403(3)(b.5), both regarded as Extraordinary Risk Felonies, in addition to one count of violating C.R.S. §18-6-403(3)(b.5), an Extraordinary Risk Felony.
