
Allegheny County has set in motion a new era of municipal management, as County Executive Sara Innamorato announced her nominee for County Manager: John Fournier, a seasoned government official with a track record that spans several key roles in public service. Fournier, who currently operates as the Deputy City Administrator for Ann Arbor, Michigan, is set to bring his expertise back to Allegheny County, where his career in public administration began, according to an Allegheny County press release.
Fournier's nomination comes with high expectations. He is no stranger to the region, having served in various Pittsburgh government capacities, including Deputy Chief of Staff for former Mayor Bill Peduto and Chief of Staff for Councilmember Natalia Rudiak. "His breadth and depth of municipal management, including an expertise in creative revenue solutions and managing challenging fiscal scenarios, plus his deep knowledge and abiding love of Allegheny County made him a perfect candidate to be our next County Manager," mentioned County Executive Innamorato, as per county's press release. With an imprint already left through his contributions to the city’s Act 47 recovery plan and pension fund stabilization in Pittsburgh, Fournier is anticipated to apply his seasoned insight to managing the County's demands.
Ann Arbor’s forward momentum under Fournier's guidance is a testament to his potential impact on Allegheny County. His own words, as reported by the county's press release, hint at his forward-thinking agenda: "Together, we will find solutions to continue delivering critical services for the people of Allegheny County, find creative revenue solutions in our budget, and make more progress on smart policy that delivers better outcomes for the people of Allegheny County." These responsibilities will be underpinned by the vast managerial task that comes with overseeing 20 departments and roughly 5,000 County employees.
The official phase of this leadership transition is set to begin with Fournier serving as Acting County Manager, starting September 9, pending approval from the County Council.
