
The City of Carrollton has officially filled its Assistant City Manager slot with the appointment of Shannon Hicks, following a comprehensive nationwide search. Slated to begin on August 26, Hicks fills the post left vacant by Marc Guy, who retired in June after an impressive 38-year career with the city. Hicks joins an executive team that supervises various city departments, including Development Services, Economic Development, Engineering, and several others, according to the City of Carrollton.
Shannon Hicks is stepping into the role with a lengthy history of municipal leadership under his belt, boasting nearly two decades in public works and engineering roles. In his most recent stint, Hicks served four years as Director of Public Works and Engineering for the Town of Addison, a position that had him managing critical operations like water and sewer services, and overseeing the town's streets and stormwater drainage systems. The City of Carrollton's website revealed Hicks’ past responsibilities have spanned a diverse array of services, such as wastewater treatment and maintaining various city infrastructures.
As per the City of Carrollton, Hicks expressed eagerness about his new role, "I’m thrilled to join Carrollton’s incredible team, known for its outstanding culture and dedication to public service. I look forward to building strong relationships and contributing to the community".
The Carrollton city manager, Erin Rinehart, praised the new appointee, affirming his fit for the role through a mix of leadership depth, experience, and commitment to the city's residents and workers. "Shannon will be a tremendous asset to the City’s Executive Team," Rinehart said. Hicks's background is not just confined to his most recent municipal roles. Prior, he also managed civil construction projects in the U.S. and played a vital part in overseas operations providing support to the U.S. Army in Iraq, as cited by the City of Carrollton.
