
A man from Texas entered a guilty plea to the charge of armed carjacking, United States Attorney Andrew M. Luger announced. Sean Ryan Kincaid, age 29, admitted in federal court to the carjacking incident that took place on June 30th of the previous year.
According to the U.S. Attorney’s Office, Kincaid confronted a person sitting in their parked car near River Road in Dakota County. Wielding a firearm, he entered the vehicle and demanded possession, resulting in the victim's immediate escape. Driving at speeds topping 100 miles per hour, Kincaid attempted to evade law enforcement, disregarding safety and commands from the police.
The intensive police operation culminated when officers, using stop sticks, successfully apprehended Kincaid. A Heritage Rough Rider .22 caliber revolver, bearing a defaced serial number, was found readily on Kincaid’s person. His guilty plea to one count of carjacking was made before Judge Katherine M. Menendez in U.S. District Court.
As Kincaid awaits sentencing, the case continues to be overseen by Assistant U.S. Attorney Evan B. Gilead. The arrest and subsequent charges were the culmination of efforts by several agencies, including the Inver Grove Heights Police Department, the Mendota Heights Police Department, the Minnesota State Patrol, and the FBI as per their joint investigation.
