Three individuals have been taken into custody by the Roswell Police Department (RPD) on charges associated with human trafficking. These arrests were part of a broad enforcement operation that took place on August 22 and involved collaboration among several law enforcement agencies. Among the partnering bodies were the DeKalb County Police, Gwinnett County Police, Sandy Springs Police, the Department of Homeland Security, and the Georgia Bureau of Investigation. The operation led to the execution of search and arrest warrants at seven different locations in the metro Atlanta area. FOX5 Atlanta reports that the arrested individuals include Jeannot Joseph, 39, of Roswell; Qin Zhen, 48, of Sandy Springs; and Jinpei Li, 72, of Norcross, each facing charges of racketeering, sex trafficking, and labor trafficking.

The investigation had originally begun in March when RPD’s Special Investigations Section uncovered what appeared to be a criminal enterprise operating from various apartments across Roswell and the wider metro Atlanta region. It is alleged that this enterprise offered illicit massage services and prostitution. In addition to the arrests, the operation has also managed to recently identify a new victim. This follows the two victims who had been previously rescued as part of the ongoing investigation. According to a statement obtained by Atlanta News First, Roswell Mayor Kurt Wilson remarked on the significance of public safety and protecting those who cannot defend themselves.

Roswell’s Mayor Kurt Wilson lauded the operation, positioning it as an essential move in the city's efforts to combat human trafficking and associated illegal activities. "This operation is another vital step in the City of Roswell’s ongoing fight to eradicate human trafficking and illicit activities in our community," Wilson was quoted as saying. Meanwhile, Roswell Police Chief James Conroy highlighted the impact of the operation beyond a mere law enforcement success. "This is more than just a victory for law enforcement; it is a significant step forward in our ongoing fight to protect the vulnerable and bring justice to those who exploit them," Conroy told FOX5 Atlanta.

While the investigation is still active, additional arrests and charges are expected to be imminent. Law enforcement officials are urging anyone with more information to come forward and reach out to Detective Fields or to submit anonymous tips through Crime Stoppers Atlanta. Recognizing the gravity of these crimes within the local communities, Chief Conroy emphasized the department's commitment to eradicating these offenses. "Human trafficking is taking place in our communities, and we are committed to putting an end to it," Conroy stated in an interview with Atlanta News First. This string of arrests follows an earlier investigation from September 2023 when Roswell police had arrested three other individuals for running a human trafficking and prostitution ring, leading to the rescue of over 50 victims.

For those who might hold further information and wish to assist in the ongoing investigation, Detective Fields can be contacted directly via email at [email protected] or by phone at 770-640-4455.
