
A fatal hit-and-run incident last year in west Phoenix culminated in an unexpected turn of events this week when Cesar Castro Luna, the alleged driver, surrendered to authorities. As reported by AZFamily, Luna, 37, crossed the U.S. border to confess to the deadly crash that occurred on September 9, 2023. According to police, Luna failed to halt at a red light, consequently colliding with a pedestrian and leading to a series of crashes involving other vehicles.
While attempting to evade the crash scene, left his girlfriend in the passenger seat, Luna abandoned his Chevrolet Silverado which had spun out of control, crossed lanes, and struck a brick wall. The pedestrian, at the time crossing in a marked crosswalk as per court documents obtained by AZFamily, was hurled 150 feet and pronounced dead. The girlfriend sustained minor injuries and later identified Luna to the officers.
Following data retrieved from the truck's airbag control monitor revealed that Luna's vehicle was traveling at 63 mph, well above the 40 mph speed limit, just seconds before making impact with a Honda Civic. In contrast, another troubling incident unfolded near downtown Phoenix, where five people were hospitalized after a hit-and-run crash involving four vehicles, according to FOX 10 Phoenix. The collision, occurring near the intersection of 19th Avenue and Roosevelt Street, resulted in one fatality among the three adults injured; two children were also hospitalized in serious condition.
Exactly one year after the west Phoenix incident, Luna returned to the U.S., claiming mechanical failure led to the tragic events. "Traumatized from the crash," as stated in the court documents reviewed by AZFamily, Luna had been hiding in Mexico until learning through an attorney of the fatality. He insisted that he had not intended to run away perpetually or to cause any harm. Upon turning himself in, he was booked on charges including reckless manslaughter, aggravated assault, and endangerment.
Phoenix Police have initiated an investigation into the downtown Phoenix crash while working to bring closure to the case initiated by Luna's surrender.
