According to the City of Boulder, the revision introduces 17 sections, largely drawn from the ordinance itself and further laying out the Panel's purpose, functions, and operational guidelines.

The modifications notably adjust the meeting practices, now ushering in public comments at an earlier stage and revising the process of case review undertaken by the Panel members, indeed, before one can dive into reviewing a case, they're now to shadow an experienced colleague for at least three sessions. In an additional bid for flexibility, the revamped bylaws permit the creation of ad hoc committees and the calling of emergency meetings, even going so far as to enable the Panel, if the situation demands, to suspend its bylaws.

Panel Co-Chair Soledad Diaz expressed satisfaction with the procedural enhancements, noting, "This work comes to complete the efforts started last year with the new ordinance, to provide the Panel with the structure and bases to perform the duties that the community has entrusted us with," as per the City of Boulder. Diaz further expressed gratitude towards the comprehensive process that brought this advancement to light.
