
On September 24, an incident involving a stolen e-bike escalated into a significant arrest involving firearms and narcotics, leading to multiple charges against an Essex man, according to the Gloucester Police Department. John Guilfoil Public Relations reports that Gerard E. Francis Jr., 36, is facing serious charges including possession of a firearm and ammunition without an FID card, possession of a large-capacity firearm, larceny over $1,200, possession of a Class B substance, and resisting arrest.
The investigation unfolded at around 7:50 p.m. when Officer Julio Mercado responded to a call from 46 Maplewood Ave concerning the theft of an E-bike, after speaking with the victim, a detailed description of a suspect emerged, and soon after, Officer Kevin Mackey identified an individual matching said description near Willow and Cleveland streets, as reported by Boston 25 News.
A search prompted by probable cause led to the discovery of a black handgun concealed in Francis' waistband and despite attempts to flee, the suspect was apprehended and further investigation revealed a Glock 17 with large-capacity, ammunition, over $1,700 in cash, alongside drug paraphernalia and cocaine, the stolen E-bike was eventually found and returned to its owner.
Francis faced arraignment and was held without bail pending a dangerousness hearing scheduled for October 1. Chief Edward Conley of the Gloucester Police Department emphasized the incident as a demonstration of diligent police work, stating, “This case, which began as a seemingly basic investigation, exemplifies the high standard of policing we strive for and highlights the value of sound procedural knowledge and attention to detail,” as stated by Boston 25 News.
