In response to a disturbing increase in eviction filings, Council Member Jamal Osman has backed a new rental pre-eviction notification ordinance, extending the notice period for renters from 14 to 30 days before legal eviction actions can be initiated. Designed to counteract the 43% statewide surge in eviction filings relative to pre-COVID times, this move is a bid to provide renters with more time to secure emergency assistance or legal aid, as reported in the City of Minneapolis official website. The uptick in the Twin Cities is even more pronounced, with a 62% rise in filings, suggesting that this ordinance could be a critical lifeline for many residents if it comes into effect as planned on March 1, 2025.
Moreover, the Minneapolis City Council has been proactive on the housing front, green-lighting budget appropriations for the Wadaag Commons and Portland Village financing, projects aimed at enhancing affordable housing stocks. According to council communications, these initiatives are part of broader city goals to ensure equitable access to safe and affordable housing, with a particular focus on mitigating racial disparities.
Public safety concerns have also prompted contract amendments, with an investment in a gunshot location system operated by SoundThinking, Inc., which was previously known as ShotSpotter, Inc. The system, utilized by both the city's 911 services and police department, has seen an increase of $345,000 in contract funds, along with a $77,250 expansion to encompass emerging areas of gun violence. The expanded system is anticipated to play a vital role in combating violent crime until the extended contract's expiry in March 2026.
Amid efforts to enhance social services and infrastructure, the issue of unsheltered homelessness has led to the drafting of an encampment removal reporting ordinance. The goal is to introduce greater transparency and accountability into the city's handling of encampment removals. In a move that potentially affects the lives of the most vulnerable citizens, the ordinance will require meticulous reporting on the city's actions, including the fiscal implications and service provision linked to these operations.
To address historic injustices and remedy current public health disparities, particularly for communities of color, the council has outlined updated priorities for the reconstruction of I-94 as part of the Rethinking I-94 project. Such restructuring aims to reconnect neighborhoods sundered by past infrastructure decisions and reallocates land previously dominated by highways to better service the community's needs. The council's recommendations to the Minnesota Department of Transportation underscore the importance of aligning with the city's aspirations in equity, climate action, and transportation.
