The Citizens Police Oversight Commission (CPOC) in Philadelphia has removed Commissioner Rosaura Torres Thomas following a unanimous vote by the board. This decision was made after an internal investigation revealed misconduct and impropriety that sources indicate Thomas was aware of. According to the City of Philadelphia code, the Board has the authority to dismiss any member who neglects their duties or engages in misconduct.
A statement released by the Board, disclosed that Thomas was found to have shared confidential information inappropriately and lied about personal connections with individuals known for harassing CPOC staff. Despite legal counsel advising otherwise, these undisclosed relationships continued, as per the Board's findings. The investigation's details, shared in a public meeting that will be available on CPOC’s YouTube channel within 24 hours, also noted Thomas's refusal to cooperate with inquiries—as an act of misconduct itself.
Interim Chair Hassan Bennett commented, “The role of a commissioner is one of significant trust, and our commitment to transparency, accountability, and integrity must always remain paramount,” as quoted by the official press release. "This decision was not made lightly," Bennett further explained, highlighting the board's dedication to preserving public trust in Philadelphia's police oversight.
Undeterred by the setback, the CPOC reaffirms its dedication to holding both the police and the oversight agency to the highest standards. “We are excited that Councilman Curtis Jones’ office, along with Mayor Parker, have formed a Selection Panel, which is actively reviewing and interviewing applicants to fill the vacancies on our Board,” as Bennett divulged the next steps in strengthening the oversight commission, as stated in the same press release.
