HHSC Executive Commissioner Cecile Erwin Young remarked on the significant investment the state is making. "The state's unprecedented investment will enhance treatment and help patients return to their homes and communities," she told the Office of the Texas Governor. With separate living areas for adults and adolescents and a dedicated maximum-security unit, the hospital is meticulously designed to cater to various patient needs effectively.

The hospital in Wichita Falls is touted to imbibe features encouraging recovery like single-person rooms, outdoor courtyards, and shared activity spaces, as the Governor's Office mentioned. This focus on recovery-oriented architecture aligns with the state's larger vision for mental health facilities. With an already rich history since 1922, the hospital continues to serve adults, adolescents and individuals with intellectual and developmental disabilities across its current campuses in Wichita Falls and Vernon.

As part of the ongoing expansion of state mental health services, the HHSC is also overseeing new hospital constructions, such as the Texas Behavioral Health Center at UT Southwestern in Dallas and a replacement hospital in Terrell, with further plans to start construction in Amarillo and Lubbock in 2025.
