During the ceremony, Smith’s colleagues highlighted his many accomplishments. Santa Clara County Supervisor Joe Simitian commented, "everything is done the Jeff Smith way." At the same time, Supervisor Susan Ellenberg credited Smith for his "extraordinarily prescient" decision to acquire O'Connor and St. Louise Regional Hospitals in 2019, according to the County of Santa Clara.

Many other County leaders shared their perspective on Smith's tenure, including Supervisor Cindy Chavez, who called him a "fierce leader" and Chief Operating Officer Greta Hansen, who referred to him as a "beacon" during the difficult times. Smith's legacy as a steadfast advocate and support mechanism for the county during his years of service touched the lives of those he worked with, as reported by County of Santa Clara.
