
Arizona's Governor Katie Hobbs has ordered an immediate bipartisan audit of the Motor Vehicle Division's (MVD) voter registration process after a coding error potentially misled election officials about the eligibility of certain voters. Coconino County Recorder Patty Hansen and former Yuma County Recorder Robyn Stallworth-Pouquette have been appointed to lead the review, as reported by ABC15.
The audit is a response to problems dating back to a voter-approved law in 2004, requiring documentary proof of citizenship for voting in state and local races. A glitch in the MVD's system resulted in approximately 218,000 Arizonans being incorrectly coded as being eligible to vote without meeting the necessary documentation requirements. "As soon as I became aware of the long-standing data incompatibility issue, I directed MVD to work swiftly in coordination with election officials to correct the issue,” Governor Hobbs explained, as per information from a 12 News report.
Hobbs's directive follows the revelation that residents with driver's licenses issued before 1996, and subsequently replaced, renewed, or reinstated were wrongfully coded as having provided the needed proof of citizenship based on their latest transaction date. "This audit of MVD procedures and requirements will help election officials improve the voter registration system going forward and I’m honored to work with Robyn to provide our elections expertise and oversight," Patty Hansen told 12 News.
The MVD has implemented several measures, including supplying datasets to the Secretary of State’s Office to assist election officials in identifying when IDs were initially issued. They have also revised policies to require individuals with IDs issued before 1996 to present new proof of authorized presence, according to a source at ABC15. The comprehensive audit seeks to improve the integrity of Arizona's voter registration system by addressing systemic issues and data mismatches.
The team anticipates filling a report with their findings and recommendations by January 31, 2025. As the former Yuma County Recorder Robyn Stallworth-Pouquette stated, "Ensuring election officials have the information needed from the MVD to successfully carry out voter registration is vital to the integrity of our election system." The audit's outcome is expected to implement proactive measures preventing such occurrences in future electoral processes, as 12 News reported.
