Initially managed by the Knoxville Police Department (KPD), the case requires the expertise of the ATF to uncover the origins of the explosives and determine any potential legal transgressions.

The KPD has decided to lean back allowing the ATF to spearhead what comes next after a box labeled to contain scrap metal, which unexpectedly smoked while being cut open, turned out to host dynamite and blasting caps instead. In an alarming sequence of events around last Thursday, the 5-foot steel container sparked an emergency evacuation for up to 2,000 individuals, lasting well over a day, with the threat not neutralized until late Friday night, per WVLT.

ATF's role kicked in after the explosives were identified, encompassing blasting caps found within the steel box, which also tested positive for components usually found in dynamite. Surprisingly, despite the technological advances, bomb technicians were required to defuse the situation largely by hand because of the blasting caps' quantity in the box, a detail disclosed by KPD, according to WBIR.

Ensuring the public's safety, KPD consulted with several agencies, including the FBI and ATF, regarding the recommended precautions till the explosives were neutralized, a KPD spokesperson told WATE. Additionally, despite the risks posed, authorities emphasized that there was no evidence suggesting the box was left at the recycling center with malicious intent. Under current regulations enforced since the 1970s, explosive materials like those discovered are mandated to be stored separately from blasting caps and in approved facilities as per ATF regulations.

As the investigation moves forward under the guidance of ATF, the Violent Crimes Unit and Bomb Squad of KPD remain actively involved, ensuring unwavering support in uncovering how such a substantial threat found its way into a civilian area and whether federal laws or regulations have been breached in the process.
