
A Florida man is facing felony charges for his actions during Hurricane Milton. Giovanny Aldama Garcia, 23, is accused of tying his dog to a pole and abandoning it as the hurricane approached. The dog, now named Trooper, was found in rising floodwaters and rescued by law enforcement officers, as reported by MySuncoast.
Authorities, led by Thirteenth Circuit State Attorney Suzy Lopez, have charged Garcia with animal cruelty, a third-degree felony. Lopez has taken a firm stance on the issue, expressing her dissatisfaction with the current legal consequences for such acts. "In Hillsborough County, we take animal cruelty very seriously," Lopez said, "Quite frankly, I don’t think that is enough. Hopefully, lawmakers take a look at this case and discuss changing the law to allow for harsher penalties for people who abandon their animals during a state of emergency," according to a MySuncoast report.
After being rescued, Trooper was taken to safety, and Garcia was later identified when he arrived at the Hillsborough County Animal Shelter to reclaim the dog. At the shelter, he expressed a willingness to surrender ownership to the foster caregivers if they would care for and love Trooper, according to an affidavit from the Florida Highway Patrol and shared by WFLA.
The outrage over the event was shared by Florida Governor Ron DeSantis, who, along with Susan Lopez, signaled that criminal actions during natural disasters would be met with strict enforcement. Dave Kerner, Executive Director of the Florida Department of Highway Safety and Motor Vehicles, emphasized the importance of the state's response. "Our agency is grateful for the unprecedented support of State Attorney Suzy Lopez and her prosecutors, particularly during a state of emergency," Kerner stated, as mentioned by WFLA.
The incident emphasizes the need for a societal reevaluation of animal rights, especially in emergency situations. Trooper, now safe, represents the non-human casualties often overlooked after disasters. Garcia, whose legal representation is not listed, was released on bond according to Hillsborough County Sheriff's Office inmate records. Attempts to reach him for comment have been unsuccessful so far, as per NBC News.
