Authorities were aware that Carter had a previously issued narcotics-related warrant out of Texas and was likely armed, prompting a response from the SWAT team and hostage negotiators. Despite their efforts for a peaceful resolution, Carter continued to resist, resulting in the decision to use tear gas. Gold Rush Cam reports that the suspect eventually became overcome by the tear gas and surrendered at approximately 2:30 a.m.

Following the arrest, Sheriff's deputies discovered a fully-automatic Glock handgun and ammunition while sweeping the building. Since Carter is a convicted felon, he is prohibited from possessing any firearms or ammunition. He was booked into the Stanislaus County Public Safety Center, facing multiple charges related to the firearms, evasion, and outstanding warrantsm as per Gold Rush Cam.
