According to the White House, this proposal addresses ongoing political debates over women's health rights by introducing no-cost, over-the-counter contraception without a prescription for the first time.
The proposal builds on the Affordable Care Act's benefits, which Harris claims have saved women billions on contraception. She criticized Republican leaders for undermining reproductive rights through legislative blocks and proposed national abortion bans.
Harris noted that many Americans support contraception access, contrasting with some Republican members of Congress. She is urging Congress to pass federal legislation that clearly protects reproductive rights for all women.
The administration’s rule seeks to emphasize individual freedom and healthcare equity. In response, Republican representatives have attempted to obstruct the proposal. President Biden and Vice President Harris advocate for what they believe is the majority opinion favoring contraceptive access and are calling for legislative action.
